Debra J. Greenland, CSI - President
Ms. Greenland is a technical communications and training specialist with over 16 years of experience in architectural and engineering consulting. She is highly skilled in specification and technical writing, training, analysis/reports, drawings, fieldwork, and management.
Ms. Greenland is a member of the Construction Specifications Institute (CSI) and has worked on specifications in all CSI Divisions. Ms. Greenland has written, coordinated technical/client comments, edited and managed the production of specifications. She worked on complex, multi-billion dollar projects which included tunneling, building and site demolition, signal/communication systems engineering, railroad yards, substations, new structures, rehabilitation and integration into complex historical structures, retail space development, and geotechnical and environmental issues. She utilized ARCOM Masterspecs, tailoring the formatting to the requirements of the client. She worked with the technical staff and client to ensure all pertinent codes and standards were covered and that drawings were properly cross-referenced. The projects included several contract packages, each with up to 250 specifications per submission covering all CSI Divisions. Ms. Greenland coordinated all architectural and engineering staff and multiple consulting firms within the project to produce the specifications. She worked with staff to address client design review comments. She also managed the clerical support staff and provided training and mentoring regarding CSI standards, research techniques, formatting, grammar and organization.
Ms. Greenland has experience in business development and marketing documentation preparation. She has the unique perspective of having been on “both sides” of a Request for Proposal (RFP). While working on behalf of the client, Ms. Greenland wrote RFPs, arranged pre-proposal meetings on client sites (with large-scale equipment), and assisted with scoring the submitted proposals. As a consultant, Ms. Greenland participated in pre-proposal meetings, sub-consultant team coordination, proposal writing, SF330 preparation, resume editing, and shortlist presentations. She tracked and pursued work through her active involvement in professional organizations and through her working relationships.
Ms. Greenland has many years of experience in the review and editing of operating and maintenance manuals, as well as training manuals and materials. Her knowledge of CAD, field experience and training experience assist in the thorough review and coordination of manuals.
She is working with Kawasaki Railcar in Yonkers, NY on PATH PA-5 and MBTA railcar manuals. She acted as coordinator and liaison between Amtrak and Bombardier, the vendor, to assure that the High-Speed Rail Training Program met students’ needs and contractual requirements. Ms. Greenland works with client and vendor staff to expedite the production, editing and delivery of instructional materials and classroom presentations. She reviews, analyzes and coordinates technical comments for operating and maintenance manuals, instructional materials, class evaluations, technical input, and student test results.
Trainset Testing: Participated in dynamic wall-to-wall testing of Amtrak’s high-speed trainset in order to prepare for commissioning into revenue service. Tested lighting, passenger display, and audio/visual/entertainment systems. Prepared Test Summary Reports for each run, gathering information regarding the events during the run, noting open items needing resolution, and coordinating input from technicians from Amtrak, LTK Engineering, and the trainset manufacturer at the end of the trip to interpret the data and gain consensus regarding the outcome of the test run. Worked with client and vendor technical testing staff to develop testing procedures. Developed a database and tracking system for test summary reports.
Stephen W. Burleigh - Sr. Vice President
Mr. Burleigh acts as Senior Vice-President and has had a wide range of experience that makes him a vital member of our team. He has superior skills in photography, technical editing, computer and electronics technology, management, training, organization, trouble-shooting, and problem solving. While he works well independently, he works very well in a team setting because of his excellent interpersonal skills and verbal and written communication skills.
Photography
Mr. Burleigh is a skilled photographer and has received training from the New York Institute of Photography (NYIP) and the International Center of Photography (ICP) in New York. Because of his technical background and familiarity with design and site drawings, he works well with design and construction teams to provide high quality and secure site progress photography. In addition to his technical background, he has an eye for aesthetics. This allows the photographs to serve a dual purpose; documentation of progress and photographs for business development and web pages.
Technical Editing
Recently, he acted as senior technical editor for specifications pertaining to the multi-billion dollar World Trade Center Transportation Hub Project in Manhattan. He performed high level editing of multi-discipline engineering specifications. He formatted the specifications to CSI criteria, verified the numbers, titles and versions of all cited standards, verified cross-references (e.g., cited standards, referenced sections, etc.), and performed the initial proofing before passing the specifications to the specifications manager for final review. Mr. Burleigh provided file management and document control for multiple submission packages. He managed, trained and mentored editing and clerical staff in preparation and production of all contract package submissions. He also provided progress status reports for all on-going specification submittals to senior management.
Mr. Burleigh also performs technical editing and review of trainset manuals including operating and maintenance, IPCs and training. His familiarity with drawings, his training experience, his years of experience as a biomedical equipment technician and his field experience make his review an invaluable addition to the process; he reviews documents from the technician’s point of view.
Biomedical Equipment Technician/Manager
Mr. Burleigh worked as a biomedical equipment technician, a mentor/trainer and a technical staff supervisor at the Tobyhanna Army Depot. He also provided field sustainment support for the US Department of Defense, US Army Guard and Reserve units through the United States Army Medical Materiel Agency (USAMMA). He was responsible for scheduling all sustainment maintenance travel for Reserve and National Guard units in 22 states, as well as all fieldings requiring contractor support. He wrote fielding reports, providing feedback to USAMMA and respective units regarding equipment status and incident documentation along with suggestions for any necessary corrective measures.
He has comprehensive knowledge of theoretical and practical application of electronics and electricity in conjunction with engineering principles of physics, chemistry, anatomy and physiology, mechanical principals, pneumatics, hydraulics and optics relating to an extensive variety of medical equipment and systems, including x-ray, laboratory, surgical, diagnostic and monitoring systems. He performed operational and technical inspections, bench testing, preventive maintenance, and troubleshooting.
He is very knowledgeable regarding providing biomedical equipment technical support per International Organization for Standardization (ISO), Food and Drug Administration (FDA), Occupational Health and Safety Administration (OSHA) and Army standards, regulations, guidelines, policies and procedures.
Some of Mr. Burleigh’s other career skills include:
- Performed quality assurance testing in accordance with Total Quality Management (TQM), QA/QC protocols.
- Managed, supervised and trained staff of over 100 employees. Performed scheduling, daily payroll adjustments, shift reports, and supervisor logs.
- Developed and presented training programs and has managed employees and programs in various industries.
- Maintained inventory and performed cost analysis. Created, implemented and maintained spreadsheet and database files.
- Performed component level troubleshooting, preventive maintenance, calibrations and scheduled and unscheduled repairs on a broad range of biomedical equipment.
- Compiled reports for marketing and executive committees.
- Provided technical support for computer hardware and software for internal and outside customers.

Harold E. Shaw
Mr. Shaw is an accomplished senior manager/innovative leader with a proven track record in project, change and performance management, business start up and procurement programs at strategic interactive/results oriented levels of operation. He is a member of the American Society for Training and Development
He has extensive experience with turnkey projects, including an $8M state-of-the-art 25,000 square foot Amtrak Training Center in support of the new high-speed rail program involving annexation hearings, securing of public funding of $650,000 for water and sewer systems, and construction with union and non-union employees resulting in completion of the project three months ahead of schedule and under budget.
Mr. Shaw established and managed construction of training facilities for Amtrak at Philadelphia, PA; Miami, FL; Los Angeles, CA and San Jose, CA. Facilities required for critical programs, but with limited budgets for development and construction. Results achieved through strategic planning, budget management and teamwork to remain on schedule.
Mr. Shaw managed the development of more than 170 training courses according to Amtrak’s Instructional Development Standards and contract requirements including a $3.5M Locomotive/Power Car “five point” full motion simulator for the Amtrak high-speed rail that included three years of software development for the complete operation.

Kevin R. Greenland
Mr. Greenland is an architecture student in Philadelphia, PA. He has worked as an intern at an institutional architectural firm, as an assistant/model maker to an independent architect whose work includes high-end private residences, and as assistant to the Director of the Philadelphia Society for the Preservation of Landmarks. Mr. Greenland is proficient in AutoCAD, Microsoft Word and Excel. He has done field surveys and then produced AutoCAD drawings from them for client presentations. He has assisted in the preparation of technical specifications in the CSI format and did editing, proofreading and research of codes. He also assisted in the preparation of proposals and grant requests. His internships have been very valuable as he has seen and participated in every phase of the project from the pre-proposal meeting to the end and understands the workings of the architectural office environment. Mr. Greenland is a perfectionist, but also understands the importance of economy and time. He is a versatile and steady worker and great to have with us.
Katherine A. Stanley
Ms. Stanley has many years of office experience, and most recently with a construction and maintenance general contracting firm in Bangor, ME, where she worked on a wide range of project types and work. She was the “go-to” person and stepped into whatever role was required of her. Ms. Stanley is highly-skilled at the production, formatting and proofreading of documentation; particularly business development work. She is very proficient in Microsoft Word and Microsoft Access and understands the dynamics and requirements of working in an architectural and engineering setting. Her work is fast, highly-organized and extremely accurate and her work ethic is outstanding. She is great to work with and is rock steady. We are privileged to have her as part of our team.
Alicia M. Greenland
Ms. Greenland is a student at Temple University in Philadelphia, PA, has worked extensively in the office setting and is very proficient with Microsoft Word, Excel and Access. She worked as an intern at the Amtrak High Speed Trainset project office in Philadelphia where she performed many administrative and clerical duties, including reorganizing and cataloging the filing system and the O&M manual library. She researched test reports and worked with the administrative and engineering staff to assist in the preparation of claims. She understands the dynamics and requirements of working in an architectural and engineering setting. She is a highly-organized, meticulous worker with fast and accurate typing skills. Ms. Greenland is very adaptable and is a quick study. Her skills and her ability to work in any situation and with any level of staff make her a valuable asset.
